Creates a new requirement that every student have a written family-school compact, defined as a written agreement between teachers and parents clarifying shared responsibility for student learning and academic achievement.

Requires each compact to include: school's responsibility to provide quality curriculum and instruction; parents' responsibilities for monitoring attendance, homework, and extracurricular time; strategies for regular teacher-parent communication including at least annual parent-teacher conferences; discussion of individual student achievement; and reasonable staff access and volunteer opportunities.

Mandates parents participate in the development and design of their child's family-school compact and requires schools to regularly evaluate compacts for effectiveness.

Directs the State Board of Education to note in its annual school report card the degree to which each local school administrative unit complied with the family-school compact requirements.

Effective upon passage, applicable beginning with the 2011-2012 school year.
