Requires all dentistry management arrangements between dentists/professional entities and management companies to be submitted to the North Carolina State Board of Dental Examiners for compliance review before implementation.

Prohibits management companies from controlling clinical patient services, patient records, revenue streams, employment decisions, business operations, or practice hours of dentists or dental practices.

Requires all management agreements to be in writing with signed parties, detailed service descriptions, transparent compensation methodology, and compliance with specified terms.

Establishes 23 specific prohibited provisions in management arrangements, including performance-based compensation tied to collections/profits, exclusive service requirements, restrictive covenants on dentist practice, and non-commercially reasonable lease terms.

Grants the Board authority to conduct audits, investigations, and hearings on management arrangements; allows the Board to pursue disciplinary action against dentists and injunctive action against management companies for violations; and requires noncompliant parties to reimburse the Board's reasonable costs.
