Abolishes the North Carolina Cemetery Commission and transfers all its powers and duties to the North Carolina Board of Funeral Service, expanding the Board's jurisdiction to include public, private, religious, and fraternal cemeteries.

Expands the Board of Funeral Service membership from 9 to 12 members, adding representatives from the cemetery industry and a consumer advocate interested in cemetery issues.

Requires all cemeteries to offer green burials (burial without outside container or in biodegradable container) at no higher price than other burial sections, effective January 2, 2013.

Grants the Board authority to regulate any person or entity selling funeral merchandise to the public in accordance with Federal Trade Commission rules, and establishes factors the Board must consider when determining sanctions for violations.

Mandates that all mutual burial associations with assets of $10,000 or less liquidate assets to members by December 31, 2011, with similar annual requirements thereafter.
