Establishes a Legislative Study Commission on Alternative Fuel for Vehicles to examine the state's future energy needs, focusing on compressed natural gas, liquid propane, and biofuels as vehicle fuel sources.

Commission composed of eight members: two Senate members appointed by President Pro Tempore, two House members appointed by Speaker, and four public members (two appointed by each legislative leader) with expertise in alternative fuel industry and academia.

Commission authorized to examine infrastructure needs, tax incentives, feasibility of alternative fuel vehicles for state fleet, fuel supply impacts, job creation potential, environmental impacts, and other relevant issues.

Commission may exercise powers under G.S. 120-19 through 120-19.4, contract for professional services, and receive professional and clerical staff support from Legislative Services Commission.

Commission shall report recommendations and legislative proposals to the 2012 Regular Session on or before convening.
