Direct the Environmental Review Commission to study statutory models for establishing, operating, and financing organizations that provide water and sewer services in North Carolina.

Commission shall examine six specific statutory frameworks: Sanitary Districts, Water and Sewer Authorities, Metropolitan Water Districts, Metropolitan Sewerage Districts, County Water and Sewer Districts, and any other similar water or sewer service organizations.

Commission shall determine whether and how to reduce and consolidate the number of statutory models while considering impacts on existing organizations' operations and financing.

Commission shall report findings and recommendations to the 2012 Regular Session of the General Assembly.

Effective upon becoming law.
