Prohibits local health departments from unduly delaying or refusing to permit private drinking water wells that comply with state construction, permitting, inspection, and testing requirements.

Prevents local governments from denying well permits based on local policies that discourage or prohibit new well drilling, provided the well meets state compliance standards.

Restricts local governments, public water systems, and private water systems from regulating water use from private wells located outside their jurisdiction or not connected to their water systems.

Clarifies that water conservation measures during declared water shortage emergencies cannot be applied to regulate private well water use outside the system's jurisdiction or for wells not connected to public water systems.

Repeals G.S. 143-355.2(a)(4) and becomes effective upon enactment.
