Increases the additional fee for Native American special registration plates from $10 to $20.

Removes the requirement that the Division receive 300 or more applications before developing the Native American plate.

Directs quarterly transfers of revenue from Native American plate sales to the Native American College Fund for scholarships to Native American students from North Carolina.

Maintains the requirement that 300 or more applications must be received before a Native American plate may be developed under the new scholarship program structure.
