Establishes a pilot program beginning no later than November 1, 2011, and terminating September 1, 2013, allowing attorneys licensed in North Carolina to serve as child support hearing officers in expedited process child support actions.

Designates two counties to participate in the pilot program, with Alamance County required as one of the two participating counties.

Requires attorneys to be designated by the chief district court judge to conduct proceedings under Article 2 of Chapter 50 of the General Statutes in expedited child support cases.

Directs the Administrative Office of the Courts to evaluate the program's effectiveness, implementation costs, cost savings, frequency of attorney use, and other relevant factors.

Mandates the Administrative Office of the Courts to report findings to the General Assembly no later than December 1, 2013.
