State Board of Education must identify all required state-level reports prior to each school year and adopt policies prohibiting duplicate information requests, repeated submissions of unchanged information, and unnecessary special education forms unless compelling need is demonstrated.

State Board must permit electronic submission of all reports to the Department of Public Instruction and consolidate all school-related plans into a single document posted on school websites, with annual reporting to the Joint Legislative Education Oversight Committee by November 15.

Local boards of education must identify and consolidate all local-level reports, eliminate duplicate or obsolete requirements, and establish paperwork control committees to monitor required reporting and teacher access to software that reduces repetitive data entry.

Teachers shall be paid only for days actually employed as of the set pay date, eliminating prepayment for days not yet worked; teachers who resign, are dismissed, or whose contracts are not renewed must repay any salary received for unworked days.

Department of Health and Human Services must review and reduce reporting requirements imposed on public schools related to More at Four Program, Smart Start Program, and child care regulations, reporting implementation results by October 1, 2011.
