Prohibits landlords from leasing premises known to be infested with bedbugs (cimex lectularius) at the time of rental agreement; landlords may obtain pre-lease inspections from licensed exterminators as evidence of compliance.

Requires landlords to inspect neighboring units within five days of tenant notification of bedbug infestation and contract for extermination in affected neighboring units if evidence is found.

Mandates landlords provide educational materials about bedbugs to new tenants and requires tenants to notify landlords in writing within five days of suspected infestation.

Makes tenants responsible for bedbug extermination costs and treatment within seven days if landlord obtained a pre-lease inspection or if 60+ days have passed since move-in; tenants must allow landlord and licensed access for inspections and treatment.

Establishes that bedbug obligations in this section are the sole and exclusive duties for landlords and tenants; prohibits counties and municipalities from enacting additional ordinances or remedies regarding bedbug infestations; effective October 1, 2011.
