Adds definition of "major environmental impact" to G.S. 113A-9, specifying projects requiring permits under water quality laws (G.S. 143-215.1 and 143-215.108), major development permits under Article 7 of Chapter 113A, or erosion and sedimentation control plan approval under Article 4 of Chapter 113A.

Clarifies that the exemption from environmental review for projects receiving economic incentive payments does not apply to projects having a major environmental impact as newly defined.

Exempts from environmental document requirements projects where public monies are expended solely for incentive payments contingent on prior project completion, specified timetable, and specified job creation or capital investment levels.

Effective upon enactment and applies to projects receiving economic incentive payments on or after the effective date.
