Authorizes the Legislative Research Commission to study the feasibility of using inmate labor to rehabilitate unused state-owned buildings and salvage historical properties in disrepair.

Directs the Commission to develop an inventory of eligible facilities for rehabilitation and plot them on a state map.

Requires the study to examine state purposes, inmate reentry benefits, work qualification standards, logistics, community college training roles, and skills transferability to post-release employment.

Allows the Commission to consider implementing a 10-year sunset provision to review state benefits and economic conditions before continuing the program.

Requires an interim report to the 2012 General Assembly and a final report with any proposed legislation to the 2013 General Assembly, with study costs covered by General Assembly appropriations.
