Honors the life and memory of Ike Franklin Andrews, a former U.S. Congressman and North Carolina state legislator who died May 10, 2010, at age 84.

Recognizes Andrews' military service in World War II (1943-1945) where he earned the Bronze Star and Purple Heart, and his legal career in Pittsboro and Siler City.

Acknowledges his service in the North Carolina General Assembly (State Senate 1959-1960 and House 1961-1963, 1967-1972) and six terms in U.S. Congress (1972-1985), including chairing the House Subcommittee on Human Resources.

Notes his leadership in constitutional reform as Chair of the House Committee on Constitutional Amendments during the 1969 session, which led to adoption of a revised state constitution and five amendments in 1970.

Directs the Principal Clerk to transmit a certified copy of the resolution to Andrews' family.
