Establishes a 25-member Blue Ribbon Commission to study the need for reform of North Carolina tort laws, with members appointed by the Speaker of the House, President Pro Tempore of the Senate, Governor, defense bar, liability insurers, plaintiff's trial bar, North Carolina Bar Association, and judges.

Commission shall study comparative negligence versus contributory negligence, several liability versus joint and several liability, economic impacts of tort reform proposals on victims and businesses, and other related tort law reform subjects.

Commission cochairs designated by legislative leaders with a quorum of 13 members required; staff provided by Legislative Services Office and consultants may be hired subject to approval by the Joint Legislative Commission on Governmental Operations.

Commission shall submit interim findings and recommendations to the 2012 Regular Session and final report to the 2013 General Assembly, then terminate upon filing the final report.

Becomes effective July 1, 2011; members receive per diem and travel allowances, and the Legislative Services Commission shall provide adequate meeting space.
