Limits fees charged to locate unclaimed property (before it escheats to the state) to a maximum of 35% of the property's value under new G.S. 75-43.

Prohibits agreements to reunite consumers with unclaimed property that is already held by a state agency.

Declares agreements in violation of these provisions void and unenforceable, and treats violations as unfair trade practices subject to enforcement penalties under G.S. 75-1.1.

Clarifies that G.S. 116B-78 applies only to property that is "presumed abandoned," removing language about property that is "distributable to the owner."

Makes new provisions effective October 1, 2011, with amendments to G.S. 116B-78 effective immediately upon enactment.
