Requires the Department of Health and Human Services to issue electronic benefits transaction (EBT) cards to SNAP recipients that contain a color photograph and identifying information including full name, address, physical description, date of birth, and signature.

Allows one alternate user to be designated on the card to use benefits on behalf of the primary recipient, with the alternate user required to provide identification when using the card.

Establishes replacement card fees of one and one-half times the production cost for the first replacement, and $25.00 for each additional replacement card.

Takes effect July 1, 2012.
