Removes the requirement that licensed family child care home providers obtain and maintain early educator certification through the North Carolina Institute for Child Development Professionals.

Maintains certification requirements for teaching staff working in licensed child care centers, with existing staff required to be certified by July 1, 2012, and newly hired staff within 60 days of hiring.

Maintains certification requirements for child care administrators with an Administrator Endorsement, requiring certification by July 1, 2012, for existing administrators and within 60 days of hiring for new administrators.

Exempts substitute teaching staff, part-time staff, summer program staff, and volunteers from certification requirements.

Effective when the bill becomes law.
