Modifies G.S. 131E-183(b) to require that all rules and policies in the State Medical Facilities Plan apply equally to all applications for a particular type of health service.

Removes the previous exemption that allowed academic medical center teaching hospitals to obtain certificates of need without demonstrating that similar facilities or services at other hospitals are appropriately utilized.

Establishes equal treatment standards for health service applicants under the State Medical Facilities Plan review process.

Effective upon becoming law.
