Extends the restriction period for legislators and public servants registering as lobbyists from six months to one year after leaving office or employment.

Prohibits public servants defined under G.S. 138A-3(30)a., c., or d. from accepting employment or compensation from any person or business entity that contracts with, does business with, or is regulated by the State within one year of leaving office, if the public servant was directly involved in matters relating to that entity during their final 36 months in office.

Applies the one-year lobbying restriction to former legislators, certain public servants, and State agency employees who previously worked for the agency they would lobby.

Any appointment or registration made in violation of these restrictions shall be void.

Becomes effective January 1, 2012.
