Authorizes the Legislative Research Commission to study consolidating the North Carolina Council for Women and the Domestic Violence Commission into a single commission.

Study aims to determine if consolidation would improve services to domestic violence victims, sexual assault victims, and displaced homemakers.

If consolidation is deemed beneficial, the Legislative Research Commission may further examine the composition, duties, and statutory changes needed for the new consolidated commission.

Study may consider consolidating funds for domestic violence, sexual assault, and displaced homemakers services, with county boards of commissioners authorized to distribute quarterly grants to victim service centers.

Becomes effective upon enactment.
