Establishes the Arts Education Commission composed of nine members: three appointed by the Governor, three by the Speaker of the House (including one Representative and two citizens), and three by the Senate President Pro Tempore (including one Senator and two citizens).

Commission shall review and recommend implementation strategies for the Comprehensive Arts Education Plan for K-12, including developing an arts education "report card" to be presented yearly to the Joint Legislative Education Oversight Committee.

Directs the Commission to work with the Department of Public Instruction to create arts education assessment models based on NAEP Arts Assessments to measure student achievement and evaluate arts education teachers.

Requires the Commission to recommend arts education accountability incentives for schools providing certified arts instruction, arts integration strategies, and curriculum concentrations in arts disciplines.

Commission shall report findings and recommendations to the 2012 Regular Session no later than May 1, 2012, and shall terminate upon filing its final report.
