Creates the Commercial Poultry House Fire Code Legislative Study Commission with 12 voting members appointed by the Governor (4 members including a chicken farmer and State Building Codes Council representative), President Pro Tempore of the Senate (4 members including 3 senators), and Speaker of the House (4 members including 3 representatives).

Commission shall study the applicability, feasibility, and cost-effectiveness of current fire code requirements including fire ratings, inspections, and fire flow under the North Carolina Fire Code (2006 International Fire Code with 2009 North Carolina Amendments) and Insurance Services Office guidelines.

Requires an interim report to the General Assembly by the 2012 Regular Session and a final report to the 2013 General Assembly with findings, recommendations, and legislative proposals regarding fire codes for commercial poultry houses.

Appropriates $25,000 for fiscal year 2011-2012 and $25,000 for fiscal year 2012-2013 to fund the Commission's work.

Becomes effective July 1, 2011; Commission terminates upon filing its final report.
