Authorizes the Legislative Research Commission to study the balance between employers' need for accurate criminal history information and employment obstacles faced by persons with minor past criminal convictions.

Directs the Commission to consider whether current law appropriately balances these interests and, if feasible, develop an expunction procedure that addresses both employer concerns and relief for persons with minor convictions.

Requires the Commission to examine the effect of criminal records on employment, employer needs for criminal history access, relevance of records to specific employment types, and criteria for expunging certain offenses.

Directs an interim report to the General Assembly in 2012 and a final report to the 2013 General Assembly.

Becomes effective upon ratification.
