Expands violation provisions in G.S. 20-30 to explicitly include special identification cards alongside driver's licenses and learner's permits in all unlawful conduct sections.

Authorizes the Division of Motor Vehicles to conduct criminal history background checks on applicants seeking restoration of revoked driver's licenses using fingerprints and records from state and national criminal history repositories.

Allows applicants to be charged fees for the cost of criminal history record checks, with the Department of Justice permitted to charge the Division for conducting the background investigations.
