Joint Legislative Program Evaluation Oversight Committee shall direct the Program Evaluation Division to study the Division of Motor Vehicles' Commission Contract for the Issuance of Plates and Certificates program to identify cost-effectiveness improvements and increased operating efficiency.

Program Evaluation Division shall submit its findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee, Joint Legislative Transportation Oversight Committee, and Fiscal Research Division.

Commissioner of Motor Vehicles is prohibited from canceling or amending any commission contracts until the study is complete and the Joint Legislative Program Evaluation Oversight Committee acts on the final recommendations, except for malfeasance, misfeasance, or nonfeasance.

Division of Motor Vehicles is authorized to issue registration plates, registration certificates, and certificates of title through commission contracts at military installations within North Carolina, in addition to existing Charlotte and Raleigh offices.

Compensation for commission contracts remains at $1.27 per transaction for highway use tax collection and $1.43 for performing one or more remaining transactions simultaneously.
