Establishes a 19-member Blue Ribbon Commission to study whether North Carolina's current 180-day school year should be extended.

Commission membership includes 5 House members, 5 Senate members, and representatives from the State Board of Education, school boards, educators, administrators, and parent organizations.

Commission shall examine the cost and feasibility of implementing a longer school year, summer learning loss impacts, remediation costs, and effects on low-income and at-risk students' achievement gaps.

Commission may submit an interim report to the 2012 legislative session and must submit a final report to the 2013 General Assembly, with the commission terminating by December 31, 2012.

Act becomes effective July 1, 2011.
