Requires the State Board of Education to continue participating in the development of Common Core State Standards assessments and implement assessments deemed appropriate to measure student achievement on those standards.

Mandates administration of the ACT test for all 11th grade students unless they have already taken a comparable test and scored at or above a level set by the State Board, subject to funding availability.

Authorizes the State Board to require diagnostic tests aligned to the ACT in 8th and 10th grades to help identify whether students are on track to be remediation-free at community colleges or universities, subject to funding availability.

Authorizes the State Board to require local school administrative units to make available WorkKeys tests for all students who complete second-level vocational/career courses, subject to funding availability.

Becomes effective July 1, 2011, for the 2011-2012 school year and beyond.
