Requires professional development for school personnel in prevention and management of disruptive behavior, positive interventions, de-escalation techniques, and appropriate use of seclusion and restraint.

Establishes that school principals may consider specific conditions surrounding discipline cases, including student needs, context of the offense, and family circumstances when making suspension decisions.

Directs school improvement teams to incorporate components addressing prevention of disruptive behaviors, violence, suspensions, and expulsions into their school improvement plans.
