Establishes a Joint Legislative Study Committee on Federal Sex Offender Registration and Notification Act (SORNA) Compliance with 10 members (5 from House, 5 from Senate appointed by their respective leaders).

Committee shall study SORNA requirements and changes needed for state compliance, compare implementation costs to potential loss of federal grant funding, and evaluate whether current registration requirements meet public safety needs.

Committee authorized to exercise powers under G.S. 120-19 and related statutes, may meet in Legislative Building or Office Building, and may contract for professional and consultant services.

Committee shall submit final report with any proposed legislation to the 2012 General Assembly upon convening and terminates upon filing the report or convening of 2012 General Assembly, whichever is earlier.

Effective when enacted.
