HB 773 - Studies Act of 2011

• Authorizes the Legislative Research Commission to conduct 42 studies on topics including uranium mining impacts, state leased space, ABC system privatization, workers' compensation, wind energy, and various regulatory and economic development issues.

• Establishes or reauthorizes multiple joint legislative committees and commissions to study topics such as education reform, transportation, health and human services, environmental issues, property insurance rates, tort reform, and ex-offender reintegration.

• Directs state departments and agencies to conduct studies on specific issues including oil and gas exploration, reclaimed water use, biosolids regulation, toxic air pollutants, Medicaid efficiencies, and cancer therapy insurance parity.

• Creates several new special commissions including the Joint Legislative Study Commission on Property Insurance Rate Making, the Blue Ribbon Commission on Tort Reform, and the Automobile Insurance Modernization Study Commission to examine complex policy issues.

• Requires most study committees to report findings and recommendations to the 2012 or 2013 Regular Sessions of the General Assembly, with provisions for interim reports as appropriate.
