Adds "sell" to the list of prohibited actions for dealers issuing temporary registration plates, restricting issuance to bona fide purchasers or owners of vehicles sold by the dealer.

Creates new Class 1 misdemeanor offense for any unauthorized person who possesses, sells, transfers, or delivers a temporary registration plate to another person.

Clarifies that dealers may issue temporary markers to nonresidents without collecting fees or applications only for vehicles sold by the dealer for removal from the state.

Effective December 1, 2011, applying to offenses committed on or after that date.
