Establishes an Independent Redistricting Commission consisting of nine members appointed by the Chief Justice (2), Governor (3), Speaker and minority leader of House (2), and President Pro Tempore and minority leader of Senate (2), effective beginning with 2020 redistricting.

Transfers redistricting authority for state Senate and House districts from the General Assembly to the Independent Redistricting Commission, beginning with the 2020 census and all subsequent decennial censuses.

Requires redistricting plans to prioritize compactness, one person one vote principle, and minimizing split counties and municipalities, while prohibiting the Commission from considering political affiliation, voting data, incumbent locations, or demographic data outside Census data.

Mandates the Commission adopt all legislative and congressional district plans by October 1 following each decennial census with a minimum 45-day public comment period, and bars the General Assembly from adopting any district plans.

Requires voter approval through a statewide referendum in November 2012 for the constitutional amendment to take effect.
