Amends North Carolina Constitution Article II, Section 23 to require a three-fifths vote in each house of the General Assembly to enact any law imposing a state tax or increasing an existing tax rate.

Exempts from the three-fifths requirement laws that repeal or restrict a specific tax preference or authorize local taxing units to levy taxes.

Maintains existing constitutional requirements for revenue bills to be read three separate times on three different days in each house with yeas and nays recorded on second and third readings.

Submits the amendment to voters at the November 2012 general election with ballot language asking whether to require a three-fifths vote for enacting state tax laws.

Amendment becomes effective upon certification by the State Board of Elections and enrollment by the Secretary of State if approved by a majority of votes cast.
