Requires local water supply plans to include a plan for reducing long-term per capita demand for potable water.

Mandates that consumer education programs for water systems include information on measures residential customers can take to reduce water consumption.

Authorizes the Department of Environment and Natural Resources to develop best management practices for water efficiency covering water audits, metering, fixture retrofitting, water-efficient landscaping, water reuse, and conservation-based water pricing.

Requires units seeking state water infrastructure funds to have prepared a local water supply plan in compliance with state requirements.

Effective October 1, 2011.
