Requires straight-ticket votes cast on provisional ballots to be counted for partisan candidates in the election district where the voter would be qualified by residency to vote, even if they voted in a different district.

Mandates that official ballots include a means for provisional voters to designate their intent that a straight-party vote applies to all candidates of that party in their qualified residence district.

Applies to provisional voters who are registered in the county and vote a straight-party ticket with the required designation on the ballot.

Becomes effective January 1, 2012 for all elections occurring on or after that date.
