Establishes requirements for natural hair care teachers to hold a natural hair care license, have two years of work experience or complete 320 hours of approved curriculum, and pass a Board examination.

Extends the grandfathering period for natural hair care specialists from one year to three years to comply with licensing requirements, allowing those actively engaged in the practice by the effective date to apply without completing full training.

Modifies proof requirements for grandfathered natural hair care specialists to include tax records, affidavits, business licenses, or other Board-approved documentation, and requires passing a practical examination.

Updates continuing education exemptions to apply to cosmetologists, estheticians, natural hair care specialists, and manicurists with 10 consecutive years of practice and age 60 or older, or those with 20 consecutive years of experience in their profession.

Allows the Board to impose a fee not exceeding $10.00 on applicants submitting applications under the grandfathering provisions.
