Requires the Matthew A. Gfeller Sport-Related Traumatic Brain Injury Research Center at UNC-Chapel Hill to develop an athletic concussion safety training program in consultation with medical and athletic organizations for coaches, athletes, parents, and school staff.

Mandates that all coaches, school nurses, athletic directors, volunteers, students, and parents receive and sign annual concussion and head injury information sheets before participating in interscholastic athletic activities.

Requires immediate removal of students from play if they exhibit concussion symptoms and prohibits return to activity until cleared by a physician, neuropsychologist, athletic trainer, physician assistant, or nurse practitioner with concussion management training.

Requires each school to develop and maintain a written venue-specific emergency action plan for serious injuries and acute medical conditions, reviewed by a licensed athletic trainer and rehearsed annually by all relevant personnel.

Takes effect upon passage and applies beginning with the 2011-2012 school year.
