Establishes a new Class F felony for knowingly soliciting, persuading, encouraging, or enticing licensed dealers or private sellers to transfer firearms or ammunition in violation of state or federal law.

Creates a Class F felony for providing materially false information to dealers or sellers with intent to deceive them about the legality of firearm or ammunition transfers.

Defines key terms including firearm, handgun, ammunition, licensed dealer, private seller, and materially false information (information that portrays illegal transactions as legal or vice versa).

Exempts law enforcement officers acting in their official capacity or persons acting under their direction from these prohibitions.

Takes effect December 1, 2011, and applies to offenses committed on or after that date.
