Allows occupational licensing boards to issue licenses to military-trained applicants who have military occupational specialty training substantially equivalent to state requirements and at least 2 years of active practice in the occupation within the preceding 5 years.

Permits military spouses to obtain licensure by endorsement if they hold a current license from another jurisdiction with equivalent standards, demonstrate competency, have 2 years of relevant experience in the preceding 5 years, and are in good standing.

Authorizes occupational licensing boards to issue temporary practice permits to military-trained applicants and military spouses while they complete licensure requirements.

Applies to all occupational licensing boards including the State Board of Education for teacher licenses, but excludes the North Carolina Medical Board pending a separate legislative study.

Requires all occupational licensing boards to implement these provisions within one year of the law's effective date (July 24, 2012).
