Transfers Stanly County from Superior Court District 20A to District 20B, reducing District 20A from 2 to 1 superior court judge and increasing District 20B from 2 to 3 judges.

Reorganizes district court districts serving Union and Stanly counties into four separate districts (20B1, 20B2, 20B3, 20B4) with specified judge allocations for each.

Moves 5 assistant district attorney positions from Prosecutorial District 20A to Prosecutorial District 20B along with Stanly County.

Provides transition procedures: the current District 20A judge from Stanly County fills the new position with term expiring December 31, 2012; one additional district court judge position for Stanly County (District 20B4) effective January 1, 2013.

Effective October 1, 2011, or upon receipt of Voting Rights Act preclearance, whichever is later, except Section 3 becomes effective January 1, 2013.
