Directs the Program Evaluation Division of the General Assembly to assess the Department of Transportation's road construction processes from project inception to completion, including design, engineering, and maintenance.

Requires evaluation of cost-saving opportunities through operational changes, building material purchasing modifications, land acquisition procedures, project financing factors, vendor selection, and environmental study processes.

Mandates the Program Evaluation Division submit findings and recommendations to the Joint Legislative Program Evaluation Oversight Committee, Joint Legislative Transportation Oversight Committee, and Fiscal Research Division.

Effective upon becoming law with no specific deadline established for the assessment completion.
