Redefines hospital authority territorial boundaries to include only the city or county creating the authority, removing the previous 10-mile extension beyond city or county borders.

Allows hospital authorities to engage in health care activities outside their territorial boundaries only through formal agreements with hospitals or health care agencies in other counties.

Requires hospital authorities seeking agreements under this provision to first obtain a certificate of public advantage pursuant to G.S. 131E-192.1 et seq.

Maintains prohibition on hospital authority boundaries overlapping with previously existing hospital authority territories, with priority determined by certificate of incorporation issuance dates.

Effective upon becoming law.
