Expands the exemption from building code inspection to include equipment and machinery acquired by State-supported centers that provide testing, research, and development services to manufacturing clients.

Modifies G.S. 143-138(b9) to broaden the definition of "industrial machinery" to encompass both equipment used to produce products and equipment acquired by State-supported manufacturing research centers.

Maintains existing provisions that electrical inspectors may refer safety concerns about industrial machinery to the Occupational Safety and Health Division but cannot withhold certificates of occupancy based solely on such concerns.

Clarifies that the exemption does not apply to equipment permanently attached to buildings or components related to general building services such as ventilation, heating and cooling, plumbing, fire suppression, or electrical transmission.

Effective upon becoming law; ratified June 14, 2012.
