Establishes the Spay/Neuter Advisory Board within the Department of Agriculture and Consumer Services with eight members including veterinarians, animal shelter managers, spay/neuter advocates, and a representative from the North Carolina Federation of Dog Clubs.

Creates the Spay/Neuter Donation and Memorial Fund as a nonreverting special account to receive donations and memorials for reimbursing eligible counties, cities, and nonprofit organizations for direct spay/neuter surgery costs for dogs and cats, including feral cats.

Allows up to 2% of fund monies annually to cover administrative costs, with the remainder used for reimbursements to organizations offering spay/neuter programs to low-income persons (those earning less than 300% of federal poverty guidelines) on a year-round basis.

Specifies eligible programs include county/city-operated clinics, contracted private clinics, veterinary contracts, voucher systems, and adoption-related cost subsidies.

Requires the Department of Agriculture and Consumer Services to report annually in February to the Joint Legislative Commission on Governmental Operations and Fiscal Research Division on all fund contributions and reimbursements; effective July 1, 2011.
