Limits administrative expenses of the state lottery to 4% of total annual revenue, removing the previous allowance for initial start-up costs.

Redirects unclaimed lottery prize money from the current 50/50 split (50% to enhance prizes, 50% to Education Lottery Fund) to quarterly distribution to local school administrative units based on average daily membership.

Requires unclaimed prize funds distributed to schools be used exclusively for school supplies and textbooks.

Makes charter schools eligible to receive a proportional share of unclaimed prize money distributions.

Takes effect July 1, 2011.
