Establishes a five-member Temporary Redistricting Advisory Commission to oversee redistricting after each decennial census, with members appointed by the Senate President Pro Tempore, Senate minority leader, House Speaker, and House minority leader, plus a fifth chairperson selected by the other four members.

Requires the Legislative Services Office to deliver redistricting bills to the General Assembly by April 1 of years ending in one, with votes to occur at least three legislative days after the Commission's public hearing report, allowing only corrective amendments.

Sets population deviation standards requiring state legislative districts to be within 5% of ideal population and congressional districts within 0.1% of ideal population.

Mandates districts be contiguous, reasonably compact, and drawn without consideration of political affiliation, incumbent addresses, previous election results, or demographic data beyond population counts (except as required by federal law or the Voting Rights Act).

Disqualifies Commission members who hold public or political party office, are relatives of legislators or congressional representatives, or are employed by the General Assembly or Congress; effective January 1, 2020 for the 2020 federal census onward.
