Authorizes the Legislative Research Commission to study the proliferation of methamphetamine labs in North Carolina and the hazards they pose to children's safety and health.

Commission may examine causes for increased meth labs, methods people use to circumvent pseudoephedrine sales restrictions, current manufacturing techniques, and circumstances threatening children exposed to labs or individuals manufacturing methamphetamine.

Commission may research how other states have addressed meth lab issues and consider other relevant topics related to the study.

Commission shall provide an interim report to the 2011 General Assembly when it reconvenes in 2012 and a final report to the 2013 General Assembly.

Resolution becomes effective upon ratification.
