Creates the Study Committee on the Compensation of State Board and Commission Employees to examine compensation for employees of state boards and commissions, including the Lottery Commission, Banking Commission, and Credit Union Commission.

Committee shall review pay, benefits, classification, and banding plans compared to other state employees and similar positions in other states, and examine factors affecting compensation decisions by boards and commissions.

Committee consists of 15 members: five appointed by the President Pro Tempore of the Senate (at least three senators), five appointed by the Speaker of the House (at least three representatives), and five appointed by the Governor from the general public.

Committee must submit an interim report by May 1, 2012 to the 2012 Regular Session and a final report with recommendations and legislative proposals to the 2013 General Assembly upon convening, then terminate.

Committee members receive per diem, subsistence, and travel allowances, and may exercise powers including requesting information from state agencies and subpoenaing witnesses.
