H840 - Healthier and Greener Schools Act

• Establishes a Healthy Schools Fund to reimburse public schools 10¢ per breakfast and lunch meal meeting nutritional standards, plus additional funding for free breakfast programs and locally-grown food components.

• Sets mandatory nutritional standards for school meals including limits on saturated fat (under 10%), trans fat (zero grams), and sodium levels varying by grade, with implementation by August 1, 2020.

• Requires public schools to provide free breakfast to all students and offer physical education of at least 150 minutes weekly (K-5) and 225 minutes weekly (6-8) by school year 2015-2016.

• Creates a Healthy Youth and Schools Commission with 13 members to advise on school health, nutrition, physical activity, gardens, and environmental programs; requires annual reporting to the State Board of Education.

• Mandates environmental programs including school recycling (45% diversion rate by August 1, 2016), energy reduction (20% by August 1, 2016), integrated pest management, and lead testing of drinking water.
