Grants civil immunity to property owners who allow their property to be used for emergency management activities, including those who receive compensation.

Extends immunity to successors in interest of the property owner for deaths, injuries, or property damage resulting from emergency management use of the property.

Broadens the scope of protected activities from specific purposes (sheltering, protecting, safeguarding) to general "activities or functions relating to emergency management" under state law.

Limits immunity protection to situations where property use is subject to the order, control, or request of state government or a political subdivision.

Effective upon passage.
